Here is the simple difference between each one of them.
PAST SIMPLE: (Using the past of any regular or irregular verb)
An action that has finished no matter the duration of time
a) When using the verb TO BE, i.e: "We were in Paris together"
b) When using any verb in past, regular or irregular, i.e.: " I ate the cookies"
PRESENT PERFECT (Using has or have + the participle of the verb)
An action that was repeated many times in the past.
a) She has studied that lesson over and over.
b) I have heard that story before.
