Hi. The best thing that you can do is to read as much as you can, articles from newspapers, watch films in their original version for your listening skills with the subtitles in English to help your reading skills and vocabulary as well. The more you persist watching films or series in their original version then the faster you will become when processing information. Don't expect to understand everything and don't get frustrated if you can't understand everything. As time goes by I promise it will get easier. When you listen to a person in your own language you don't listen to everything they say...you put everything, the key ideas together like a puzzle...and a foreign language is similar.
As for your speaking skills, the best thing you can do is to get yourself a one-to-one private English teacher, with whom you feel comfortable and relaxed and who can help you build on what you already know , expand your vocabulary and provide you with a large variety of different contexts and scenarios in order to practice new vocabulary and structures. When learning a language it is very important to be constant. Practice English every week to maintain your level and to build on your fluency. Practice makes perfect!
